Outsourcing/Privatizing

   

One issue with the greatest potential to impact Federal contractors is the "Maritime Federal Supply Class (FSC) Initiative " being issued by the Defense Supply Center Columbus. The solicitation, solicitation number SPM7MX09R0008, contains 56,000+ NSN’s. Click here to see the solicitation.

If awarded, the federal government would NO longer handle the buying for these items. The buying of these items would be handled by only one or two companies and these 56,000+ NSN’s would be removed from competitive bidding for up to 10 years. Free and open competition on these items would be eliminated and companies would no longer have the opportunity to bid and supply these items to the Federal government. Even more damaging is the provision in the solicitation that would allow the government to add every NSN in the FSC’s listed below to the contract thus eliminating competition on hundreds of thousands of items for up to a decade.

The items being solicited under the "Maritime Federal Supply Class (FSC) Initiative" include NSN’s in the following FSC’s 4710, 4720, 4730, 4820, 5330, 5331, 5930, 5935, 5961, 5962, and 6145. Further, as mentioned earlier, every NSN in these stock classes could be added to this contract after award.

A draft solicitation has been issued for the supply of these items and DSCC anticipates issuing a formal RFP early to mid September.
